When we first implemented the RIIO network price control framework in 2011, we put greater emphasis on the engagement of energy network companies with their stakeholders, to ensure consumers are at the heart of their business. We believe this approach resulted in positive outcomes for customers and consumers in RIIO-1 and one of the key successes of the RIIO Framework.
For the next price controls (RIIO-2), which will commence from April 2021, we want to see further improvements in this area so that the company plans for their business align rapidly with changing consumer needs. Therefore, one of the key themes of RIIO-2 is to give a stronger voice to consumers.
Approach for RIIO-2
Our decision on the Framework for RIIO-2 was announced in July 2018. This included our decision on engagement policy for RIIO-2. Guidance on this available here: RIIO-2 Enhanced Stakeholder Engagement Guidance.
In line with this policy, Ofgem have set up an independent RIIO-2 challenge group to challenge the business plans of the company. Further information is available at RIIO-2 Challenge Group Members Biographies and RIIO-2 challenge group Terms of Reference.
