Stakeholder Engagement Panel Members 2017-18

Mark is a Deputy Director in our Systems and Networks Directorate where he leads teams responsible for British and European wholesale electricity markets policy. His work has a particular focus on the capacity market, the rules governing the operation of the wholesale market and the regulatory implications of Britain’s exit from the EU.

Mark represents Ofgem on the ACER Board of Regulators and CEER General Assembly, as well as being the vice chair of European Regulators’ Electricity Working Group.  Mark is now in his third year as chair of the panel overseeing Ofgem’s stakeholder engagement and consumer vulnerability incentive.

An economist by background, Mark spent three years with the European Network of Transmission System Operators for Electricity (ENTSO-E) in Brussels and almost 4 years working as an economic consultant with CEPA before re-joining Ofgem, where his career began in 2003.  

Steve has over 30 years senior management experience across the energy, telecommunications and facilities management sectors with a record of success in public policy formulation, strategy development, regulatory management, marketing and communications. Over the last 18 years he has focused on developing and embedding responsible and sustainable business principles at EDF Energy, Vodafone and ISS.

Steve is a Trustee Board Member of the environmental charity Trees for Cities and a member of the Mental Health Foundation’s Fundraising and Communications Committee. He was previously Chair of Audit at Soha Housing. He was awarded a ‘Responsible Business Game Changer Award’ by Business in the Community for his individual contribution to advancing the responsible business movement. Steve is currently studying for a PhD in Corporate Social Responsibility at Oxford Brookes University.

Ashleye is an independent consumer policy consultant with over 20 years’ experience advising on increasing consumer engagement and competition in regulated markets.

She has a record of delivering influential investigations and policy proposals across a number of consumer sectors, particularly financial services and energy. These include several super complaints, exposing the systematic miss-selling of payment protection insurance, and the ‘Imbalance of Power’ reports that highlighted consumer detriment across the energy sector.

Ashleye has a particular interest in how increasing genuine, truly effective competition can benefit both consumers and business across markets. She was previously Policy Programme Director at Which? and prior to this had an award-winning career as an advertising strategist.

Angela has more than 25 years experience in the UK/EU electricity and gas sector, with a particular focus on communication, policy, safety and vulnerable customers. Having started her career at Scottish Power, Angela spent 15 years in a variety of commercial and finance roles, latterly as UK Strategy and External Affairs Manager (Retail, Renewables, Generation and Trading).

On leaving Scottish Power, Angela became an independent strategic energy market advisor and was concurrently Director of Gas, Communications and European Affairs at the Energy Networks Association trade association. Angela has chaired and led a number of significant industry developments and projects.  She became an inaugural Trustee of the Gas Safe Charity in 2009, linked to the Gas Safe Register, and still serves on the Board today. She was previously Chairman of the Gas Forum trade association (representing gas Shipper/Suppliers), Vice Chairman of the Gas Industry Safety Group, Trustee of the Gas Safety Trust and the Scottish Power Energy People (fuel poverty) Trust.

In addition Angela Chaired the Communication Sub-group of the DECC Energy Emergencies Committee, linked to Cobra, and was instrumental in setting up the energy Suppliers’ Home Heat Helpline initiative through the Energy Retail Association. She also held the role of Green Deal Programme Director for Ascertiva Group (the commercial arm of Electrical Safety First), attaining one of the first accreditations as a Green Deal Certification Body.

Colin’s career has embraced major communications roles in the public and private sectors, including as Director of Corporate Affairs at the BBC, Director of Corporate Relations at the BBC and a Partner in one of London’s leading public relations consultancies. He continues to provide strategic communications advice to clients in both sectors.

He was previously a non-executive member of Ofcom’s national Communications Consumer Panel, of the Centre for Effective Dispute Resolution board, and of the Health Development Agency. He is chairman of the Voice of the Listener and Viewer – the consumer body devoted to quality and excellence in broadcasting.
