Decision:
We are interested in your views on which option we should take forward with regard to implementing our decision to modify the existing legal and regulatory framework under which Xoserve operates.
We published our decision on new arrangements in October 2013. In summary, it outlined changes needed to the current funding and governance arrangements to establish a co-operative model. It also confirmed that we would not be instructing any change to current ownership arrangements.
Our consultation is based on a previously published report by consultants, Cambridge Economic Policy Associates (CEPA) consortium.
