Proposed modifications to Offshore Transmission (OFTO) licences

The Authority is consulting on proposed modifications to Offshore Transmission Licences (OFTO Licences).

Details of outcome

We gave notice on 11 September 2025 that we proposed to make modifications to the Offshore Electricity Transmission Licence. We asked for any representations to the modifications to be made on or before 9 October 2025.

Having considered the responses, the Authority has decided to proceed with the modifications.

Consultation description

The amendments fall into two main groupings:  

  • proposed modifications to Amended Standard Condition E12-J3 of OFTO Licences
  • proposed modifications to Amended Standard Condition E12-J4 of OFTO Licences

The Authority is consulting on these amendments under section 11A(2) of the Electricity Act 1989 and is seeking views by 9 October 2025.
