Proposal to modify identified Gas Transporter Licences to include Standard Special Condition 1 (SPC1) and the new Standard Special Condition 2 (SPC2).

Consultation description 

Ofgem is proposing to modify the licences of certain Gas Transporter Licences which do not currently contain SPC1. 

We are proposing to insert SPC1 into the licences of the affected licensees. SPC1 sets out the charging arrangements that apply to Independent Gas Transporters (IGTs) under the Relative Price Control. Our policy position is that SPC1 should apply to all non-site-specific IGTs. As the affected licensees are not limited to operating to specified sites, we consider that SPC1 should apply to them. 

We are also proposing to insert the new SPC2, which will introduce the IGT Regulatory Instructions and Guidance reporting framework. This is intended to strengthen our visibility of the sector, support more consistent monitoring of consumer and operational outcomes, and ensure our regulatory oversight reflects the scale and maturity of the IGT market. 

Ofgem welcomes representations from interested parties on the proposed licence modifications.
