Heat networks regulation: registration guidance

We are seeking views on our draft guidance for heat networks registration.

Details of outcome 

We consulted on draft registration guidance to support implementation of the heat networks regulatory framework. The guidance is intended to help authorised persons understand whether their activities are in scope of regulation, how to register, and how responsibilities apply in arrangements involving multiple operators. 

We received overall support for the draft guidance. Stakeholders welcomed the clarity provided on regulated roles and exemptions and agreed the guidance would be a useful tool for supporting compliance with the new regulatory framework. 

However, respondents also identified areas where further clarity and practical examples would improve usability. In response to this feedback, we have made updates to strengthen the drafting of the final guidance and improve clarity for users.

Consultation description

This guidance supports authorised persons undertaking operation or supply on a relevant heat network during the first part of the initial period. It explains roles and responsibilities, registration requirements, and obligations under the Registration and Nominated Operator authorisation conditions.

It also includes specific guidance for registering Shared Ground Loop (SGL) heat networks and outlines what happens after registration is completed.

  • heat network suppliers
  • energy service companies
  • housing providers
  • consumer groups
  • asset owners
  • metering and billing agents
  • trade associations
