We are seeking views on our proposals for the future of regulated traditional gas metering obligations beyond 31 December 2025.
Consultation description
This proposal sets out a clear path through the end of the traditional metering obligations currently placed upon Gas Distribution Networks and National Gas Transmission. Our preferred approach is to move to a voluntary market arrangement from January 2026, allowing Gas Distribution Networks and National Gas Transmission to deliver services commercially while maintaining key consumer protections.
This consultation covers:
- proposed licence changes and removal of sunset obligations
- service standards and pricing principles under our proposed voluntary agreements post-2025

- Stage 1 - Consultation open: 3 November 2025
- Stage 2 - Consultation closes (awaiting decision). Deadline for responses: 1 December 2025
- Stage 3 - Responses reviewed and published: December 2025
