We are seeking views on proposed special conditions and amendments to the code manager licences for the codes in scope of phase 1 of energy code reform, the BSC and REC.
Consultation description
We are consulting on proposed amendments to the code manager licences as well as the introduction of special conditions for the Balancing and Settlement Code (BSC) and Retail Energy Code (REC).
The proposed changes would support implementation of the new code governance framework for the BSC and REC. They include arrangements to address transitional issues relating to budgets, budget appeals, cost recovery and delivery plans, as well as measures to support further development of the code manager performance framework. The proposed changes also include special conditions to support the transfer of certain code governance responsibilities to the code managers.
The consultation documents set out the proposed modifications, their intended effects and the reasons for the changes.
