We are consulting on the draft Impact Assessment (IA) for our proposals for the digital Consumer Consent Solution (Consent Solution).   

We have built our evidence base for requiring the development of a Consumer Consent Solution through a Call for Input, a Consultation,and our Decision paper appointing the Retail Energy Code Company (RECCo) as the Delivery Body. This solution will enable consumers to grant and manage consent to share their energy data. 

The draft IA sets out the potential impacts of the introduction of the Consent Solution The conclusion of this draft IA sets out that the quantified benefits of introducing the Consent are potentially greater than the costs.

After this date, we will carefully consider all responses and supporting evidence. 

We aim to publish the non-confidential responses received, along with the final IA, on 12 December 2025.
