Proposed administration of the Bill Discount Scheme for new or upgraded electricity transmission infrastructure.

Consultation description 

In March 2025, the government announced plans to introduce a bill discount scheme to provide financial benefits to households near new or upgraded electricity transmission infrastructure and support the government’s net zero objectives. The government consulted on the design of the scheme in its consultation on scheme design for Bill Discounts for Transmission Network Infrastructure.  

The government named Ofgem as the administrator for the Bill Discount Scheme to support communities hosting new electricity transmission infrastructure. We expect the first payments from the scheme to begin in early 2027. 

Through this consultation, we are seeking views on our proposed administration of the Bill Discount Scheme. We encourage respondents to answer the questions that are most relevant to them.

We encourage responses from:

  • licensed electricity suppliers  
  • licensed electricity transmission owners  
  • the public
  • community groups  
  • local authorities
