We are seeking views on our proposals for developing an early competition Offshore Transmission Owner (OFTO) build model. The OFTO build model aims to support the delivery of non-radial offshore transmission assets. It also aims to improve coordination across offshore wind projects.
This call for input publication outlines the outcomes of our stakeholder engagement and our assessment of potential pilot projects. It also outlines our next steps towards a regulatory framework for early competition OFTO build. This call for input also looks at the potential for a centralised tender approach and alignment with the onshore Competitively Appointed Transmission Owner (CATO) model.
We are seeking views on:
- design and scope of the early competition OFTO build model
- potential for a centralised tender approach, where Ofgem could trigger tenders
- opportunities to align elements of the OFTO build model with the onshore CATO framework
Who should respond
We welcome responses from all stakeholders, including generators, potential OFTOs, investors, supply chain participants, and consumer groups.
