OFTO build model: policy update

We consulted on initial proposals for the development of a late competition offshore transmission owner (OFTO) build model for non-radial transmission assets in April 2024.

Outcomes from the consultation

We have reviewed all responses from our April 2024 consultation. In light of the feedback received and due to the change in landscape to the number of potential non-radial assets that could use our OFTO build model, our plans have changed. We intend to move away from developing a late competition model in favour of developing an earlier competition model.

Next steps

Our focus will be on:

• shifting to an earlier build model
• identifying suitable pilot projects
• developing a long-term model that can be used in different future scenarios
