We are seeking views on our minded-to positions for the licence conditions that would apply to Window 1 Long Duration Electricity Storage (LDES) projects.
Call for input description
In March 2026, we published a call for input on draft special licence conditions.
Based on responses received, we have set out the changes we are minded to make to the licence framework, updated the draft licence and identified areas where your feedback would be useful.
We will make a final decision after the cap and floor awards in autumn 2026 before consulting on the statutory licence modification process for successful window 1 projects.
We expect to publish guidance on the proposed special licence conditions on Tuesday 28 July 2026. The guidance explains what the licence does and aims to help you understand how the LDES cap and floor regime works in practice.
Who should respond
We would like views from:
- LDES project developers applying under window 1
- existing and prospective investors in LDES projects
- electricity storage operators
- electricity generators
- electricity market participants
- consumer and industry representative bodies
- technical, legal and financial advisers involved in LDES projects
