Renewables Obligation’s total obligation for April 2025 to March 2026

The Renewables Obligation requires licensed electricity suppliers to source a proportion of the electricity they supply to UK customers from renewable sources. We set suppliers’ obligations as total obligation value of 119,412,356 Renewable Obligation Certificates (ROCs).

The total obligation  

The total obligation value of 119,412,356 ROCs is created by applying the obligation levels set by DESNZ per UK region and multiplying this by the total electricity supplied in MWh to UK customers during this obligation period of 1 April 2025 to 31 March 2026.  

The obligation levels set by DESNZ per UK region for each obligation are:  

  • 107,554,713 ROCs in England and Wales  
  • 10,450,149 ROCs in Scotland  
  • 1,407,494 ROCs in Northern Ireland  

The level of the obligation 

The obligation levels for 2025 to 2026, announced by the Department for Energy Security and Net Zero (DESNZ) on the 30 September 2024, are:  

  • 0.493 ROCs per MWh of electricity supplied to customers in England, Wales and Scotland  
  • 0.193 ROCs per MWh of electricity supplied to customers in Northern Ireland  

Supplier obligations 

Suppliers were required to meet their obligations by 1 September 2026 for the 2025 to 2026 obligation period, with 31 August 2026 for buy-out payments. 

Suppliers who didn’t meet their obligations in full by 1 September 2026 are now required to make a late payment by 31 October 2026.  
 
Late payments attract a daily interest penalty at an annual interest rate of 8.75%, comprising 5% plus the prevailing Bank of England base rate, as stipulated in the Renewables Obligation Orders. 

We calculate the late payment interest penalty using the formula, Interest penalty = Amount owed × Interest rate × (Number of days late ÷ 365). 

The interest penalty accrues daily from 1 September 2026, until the date of late payment, including any accrued interest, is paid in full.  

If no late payment is made the interest accrues till 31 October 2026, the final day of the late payment period. No further interest penalty accrues after 31 October 2026. 

Any supplier required to make a late payment that fails to pay by 31 October 2026 will be deemed non-compliant. This may result in enforcement action being taken.
