This is our first annual assessment of Elexon’s performance as Market Facilitator and Flexibility Market Asset Registration (FMAR) delivery body, covering the period of transition from the previous arrangements up to 31 March 2026.
Our assessment was informed by responses to our stakeholder survey, a report from the Stakeholder Advisory Board and a self-assessment report from Elexon.
Market Facilitator performance
We have assessed Elexon’s performance delivering Market Facilitator (not including FMAR) as 4 out of 5 which is classified as Good.
Elexon has performed well in establishing the role, delivering a smooth transition from the previous arrangements with no hiatus and building constructive relationships with stakeholders.
However, based on stakeholder feedback and our assessment we set out the following recommendations for Elexon to follow:
- strengthen strategic leadership and articulate a clearer vision for success
- shift from process-led delivery towards outcome-led prioritisation
- reduce stakeholder burden through more targeted and proportionate engagement
FMAR performance
We have assessed Elexon’s performance in delivering FMAR as 2 out of 5, which is classified as Poor.
Although we recognise there has been progress in strengthening programme governance, resource capability and delivery structures, we do not currently have sufficient delivery confidence.
Therefore, based on stakeholder feedback and our assessment we set out the following recommendations for Elexon to follow:
- strengthen strategic leadership and articulate a clearer vision for FMAR delivery
- improve the pace and effectiveness of delivery
- improve transparency around decision-making and stakeholder engagement outcomes
Next steps
We expect Elexon to consider and act upon Ofgem recommendations for both Market Facilitator and FMAR.
The next formal performance assessment is due to take place after the end of regulatory year 2026 to 2027. We will conduct an informal performance review in early October to cover the six-month period from 1 April 2026 to 30 September 2026.
