Saltend - Capacity Market Rules CP350

This proposal requires amendments to allow existing generating transmission CMU to pre-qualify for the capacity market in circumstances where its TEC is zero, but wihtout proposing to export to the transmission system. It is intending to generate and export to a private wires system.
