Ofgem established the RIIO-2 Challenge Group in 2018. Its objective is to provide challenge to the energy network companies on their Business Plans for RIIO-2 and to Ofgem on their framework for RIIO-2, on behalf of existing and future consumers.
This report outlines the Group’s independent views on the Electricity Distribution Network Operators’ Business Plans for RIIO-2. The report is intended to support Ofgem’s work towards its Final Determinations on the revenue required by these network companies to operate their businesses in the future, but the Group hopes it will also be of use to anyone participating in Ofgem’s ED-2 Open Hearings in March 2022.
The Group is independent of Ofgem. Its report is one of a number of considerations that will help inform Ofgem’s assessment of companies’ Business Plans.
