We are consulting on proposed policy changes relating to National Grid Gas Transmission’s (NGGT) use of Permits Arrangements to vary lead times for the provision of incremental gas transmission capacity.

NGGT have proposed new arrangements for the release of incremental capacity, the Planning and Advanced Reservation of Capacity Agreements (PARCAs). We published our consultation on changes to NGGT’s gas transporter licence needed to implement the new arrangements for PARCAs on 27 October 2014. If PARCAs are introduced before 1 March 2015 we propose to terminate the use of Permit Arrangements and amend the revenue earned from Permit Arrangements for 1 April 2013 – 31 March 2015.

In this letter we describe options for amending the revenue from Permit Arrangements. We have included draft licence text to show the changes to NGGT’s gas transporter licence to show the effect of these proposed changes. We invite your comments on i) adjusting the revenue earned from Permit Arrangements for the period 1 April 2013 – 31 March 2015 and (ii) the proposed changes to the gas transporter licence.
