We have decided to approve Balancing and Settlement Code (BSC) modification proposal P500 'Enduring Market Facilitator Budget and Funding Arrangements', which embeds the enduring budget and funding arrangements for the Market Facilitator role into the Balancing and Settlement Code. This change introduces a defined process for setting and appealing the Market Facilitator Budget. It also classifies Market Facilitator costs as BSC Costs.

Code modification description
P500 was raised by the Association for Decentralised Energy (ADE) on 11 September 2025. The proposal seeks to introduce the enduring budget governance and budget appeals process for the Market Facilitator into the Balancing and Settlement Code (BSC) Documents. The proposed approach aligns the Market Facilitator Budget with existing BSC budget-setting cycles and processes, introduces a clear appeals mechanism, and ensures the associated costs are treated consistently with other BSC expenditure.
