This submission proposes changes to the formula for Load Following Capacity Obligation (LFCO) under Rule 8.5.3 by amending the definition of Reserve for Response (RFR) to clarify that the “most recent capacity report” refers to the most recent National Grid Electricity Capacity Report prior to the T-4 Auction for the relevant Delivery Year.
