Electricity Market Reform: Open letter on suggested priority areas for changes to the Capacity Market Rules

This letter invites your views on our proposed priority areas for potential changes to the Capacity Market (CM) Rules for the 2015 four-year-ahead (T-4) auction and the first demand-side response (DSR) transitional auction. These arise from stakeholders’ initial views gathered at our CM Rules event on 17 October 2014. They also come from our initial review of the 2014 T-4 prequalification process.

We received three responses to our open letter which are published below. Two of the organisations responding also submitted formal CM Rules change proposals.

We accepted proposals for changes to the Capacity Market Rules up until 23rd January 2015 for the current consultation period. You can view the submitted proposals on our Capacity Market Rules Change Proposals page. Following our review process we will hold a consultation on our proposed rules changes. We will announce progress on this consultation in due course.
