Outcome of request for an urgent review of proposed changes to Connection and Use of System Code, CMP471 Interim Contract Variation Process Ahead of CMP434 Gated Application Window.

Details of outcome

We have agreed with the Panel’s view that CMP471 should be progressed on an urgent basis. We considered the proposal, the justification for urgency, the CUSC Panel’s unanimous recommendation and the proposed timetable. We were satisfied that the issue is imminent and time bound and that, if not addressed urgently, it could have significant commercial impacts on affected parties.

Code modification description

Muirhall Energy raised CMP471 on 17 April 2026. The proposal seeks a temporary, limited amendment to the CUSC to introduce an interim connection date variation process ahead of the first CMP434 Gated Application Window. It would allow users to request a delay to their contracted connection date before the first gated application window and ahead of the 1 April 2027 liability trigger date. The proposer argued that this is needed because users have had limited ability to amend contracted connection dates while project delivery timelines have continued to change, creating a risk of misalignment, inefficient Gate 2 outcomes and increased cost exposure.
