Our decision not to progress CMP465 ‘Construction Progression Milestones (M5-M8) Neutrality’ as urgent.

On 13 November 2025, SSE Generation (the ‘Proposer’) raised Connection and Use of System Code (CUSC) Modification Proposal CMP465: ‘Construction Progression Milestones (M5-M8) Neutrality. In light of the extension for delivering and issuing Gate 2 to Whole Queue offers, CMP465 proposes giving affected Users the option to be placed in the position they would have been, in relation to the M5-M8 Milestones, had the extension not occurred. 

Following the CUSC Modification Panel (the ‘Panel’) meeting on 21 November, the Panel wrote to inform us their view that CMP465 should proceed as an urgent CUSC Modification Proposal.

We have considered both the Panel’s and Proposer’s arguments in relation to urgency and have decided that CMP465 should not be progressed on an urgent basis.
