With the intention to launch a new IT system to replace the R&CHP register, we propose to make changes to the Renewables Obligation (RO) guidance documents in order to better reflect the Renewable Electricity Register (RER). The updated guidance documents will also include additional information that we think is relevant and beneficial to scheme stakeholders based on your feedback provided 31 March 2021. Notably, we have proposed changes to aspects of the guidance which clarify the scope of RO audits, how we assess an application amendment and how we carry out compliance investigations. Taking into consideration that the RO scheme is now closed to any new capacity, we have removed any outdated information on how to submit an accreditation application, updated the guidance regarding an agent’s duties, and updated the information regarding the data submission process.

These versions of the document will supersede the previous versions of the Guidance for generators that receive support under the Renewables Obligation (RO) scheme and the Renewables Obligation: Guidance for agents.

We also welcome feedback on the clarity of the draft guidance and usefulness of the new information provided. Additionally, we would like feedback on the overall tone and content of both of the guidance documents, including ease of use and readability.

Please note that the documents attached below are only draft versions. Stakeholders should continue to use the 2019 Renewables Obligation: Guidance for Generators and the 2013 Renewables Obligation: Guidance for Agents until such time as these guidance documents are updated.
