Statutory consultation on the proposed Whole Electricity System Licence Condition [D17]~[7A] for Electricity Distributors and transmission owners

In this consultation, we propose to modify the standard licence conditions of onshore Electricity Distributors and transmission owners to include an obligation to undertake whole electricity system actions and processes.

Following our December 2018 informal consultation, the proposed licence condition sets an obligation on Electricity Distributors and transmission owners to coordinate with other electricity network licensees and cooperate in order to build a common understanding of where actions taken by one Electricity Distributor or transmission owner could have cross-network impacts. In additional, it requires Electricity Distributors and transmission owners to consider actions proposed by network users that seek to advance the efficient and economical operation of its own network. Where actions and processes identified do not negatively affect an Electricity Distributor’s or transmission owner’s network, and are in the interests of the efficient and economical operation of the electricity system, the Electricity Distributor or transmission owner should use all reasonable endeavours to implement them.
