Setting the PPM smart meter cost allowance in the default tariff cap – working paper

In August 2020, we decided to protect default tariff consumers with prepayment meters through the default tariff cap after the existing PPM cap expires in December 2020.

This working paper is the first stage of a consultation process to set the PPM level of the Smart Meter Net Cost Change (SMNCC) allowance in cap period seven. We are planning to take a decision in summer 2021.

The working paper provides our initial views on a number of SMNCC topics we discussed in our May 2020 consultation but did not reach a decision in August 2020.
