This consultation is the next step in our development of the Special Purpose Vehicle (SPV) model of competition.
Our document covers three main areas: the background to competition and the SPV model, the proposed SPV commercial framework, the proposed regulatory framework and illustrative licence conditions, and the proposed procurement framework.
Published alongside the consultation is a report by our consultants, Agilia, on the commercial framework for the SPV model.
These documents are aimed at parties interested in onshore competition, including potential bidders, incumbent networks operators, interested consumer groups, as well as other relevant stakeholders.
Update 16 October 2018: Please note that we have extended the consultation by two weeks. It will now close on 9 November 2018. We have updated the consultation document accordingly.
