This document sets out our requirements for implementing a monitoring regime to evidence householder status under the Energy Companies Obligation (ECO).

Evidencing householder eligibility is a requirement for the Home Heating Cost Reduction Obligation (HHCRO). A monitoring regime is one of two ways in which suppliers can choose to meet this requirement (the other being audit).

ECO is a government energy efficiency scheme which places obligations on larger energy suppliers to deliver energy efficiency measures to domestic energy users. ECO operates alongside the Green Deal.

The original version of this document was published on the 6th September 2013. It has been updated to reflect minor changes in our guidance in evidencing eligibility under ECO.
