On 22 November 2018 we published a consultation on a number of proposed changes to the ECO Technical and Score Monitoring Question Set. The consultation was seeking views on which ECO2t questions should remain in the ECO3 question set, which should be updated and which new questions should be added. The consultation closed on 13 December 2018 and we received responses from 13 stakeholders.
The decision document below sets out our final position on the ECO3 Question Set. We considered all stakeholder views and gave a summary of the feedback for each proposed change. We then outlined our response and stated whether each question would be included in the question set. The changes outlined in the document have been incorporated into the ECO3 Technical and Score Monitoring Question Set v1.1 which should be used from 1 January 2019 onwards.
Note: We circulated the ECO3 Technical and Score Monitoring Question Set v1.1 on 18 December 2018. This question set should be used for all measures installed from 1 January 2019 to 31 January 2019.
We noticed a few errors in the ECO3 Technical and Score Monitoring Question Set v1.1. We have therefore made the following amendments:
- Enabled the 'N/A' option for CWI.9. This option should only be selected where the measure being inspected is not a partial filled cavity.
- Disabled the 'N/A' option for DHS.5. Where the heat is generated from an electric source, for example, the response should be a pass
- TMQ.1 has been updated so that a 'Yes' equates to a pass
These have been incorporated into the ECO3 Technical and Score Monitoring Question Set v1.2 which has now been published below and on the ECO3 Monitoring section of the website. This version should be used for all measures installed from 1 February 2019.
