This draft guidance explains our proposed administration of the greenhouse gas (GHG) annual averaging mechanism, based on DECC’s consolidation of the Renewables Obligation Orders (ROO), which introduces changes to biomass sustainability and reporting criteria. It is being published for a three-week consultation period during which we are inviting stakeholders to provide feedback.
Feedback should be sent to REDevelopment@ofgem.gov.uk by 11 November 2015. The final version will be published within our ‘Renewables Obligation: Sustainability Criteria’ Guidance. This will be published as a final version in December 2015.
