Code administrators’ performance survey findings

On 31 March 2016, we published our Code Governance Review (Phase 3) (CGR3) Final Proposals, including the decision that Ofgem should commission an independent third party to undertake a cross-code survey on code administrators’ performance.

Following a competitive tender process Ofgem commissioned Future Thinking, an independent research agency, to undertake the research.  

The main objectives of this research were to:

  • identify best practice in how the code administrators are carrying out their role.
  • collect research data on the nature of the service, its efficacy and levels of satisfaction, as well as the nature of any particular issues.

The report documents comprise an introductory letter from Ofgem, a main overall report, subsidiary reports focusing on the findings on each code separately and a technical report setting out how the survey was conducted.
