Code modification urgency criteria

Details

For some energy industry codes, Ofgem decides whether a modification proposal should be treated as urgent and may also set the timetable for considering it. These codes include the:

• Balancing and Settlement Code (BSC)
• Connection and Use of System Code (CUSC)
• System Operator-Transmission Owner Code (STC)
• Uniform Network Code (UNC)
• Independent Gas Transporters Uniform Network Code (IGT UNC)
• Smart Energy Code (SEC)  
• Grid Code

For the Distribution Connection and Use of System Agreement (DCUSA), the Panel decides whether a modification proposal should be treated as urgent and also approves the recommended timetable. Ofgem can direct that a different urgent timetable is used if necessary.  

Under the Carbon Capture and Storage Network Code (CCS N), Ofgem can raise urgent modification proposals. When deciding whether to do this, we consider the criteria set out in this guidance.

For the Retail Energy Code (REC), the code manager makes the initial decision on whether a modification is urgent, using the criteria and principles set out in this guidance.

The Distribution Code does not currently include specific rules on urgency.
