Supplier Smart Metering Installation Targets

In May 2026, the new Post 2025 Smart Metering Policy Framework came into force. It requires energy suppliers with more than 20,000 domestic meter points to take all reasonable steps to:

  1. complete the smart meter rollout by installing smart meters in all remaining domestic premises by the end of 2030
  2. pre-emptively replace all legacy Communications Hubs (Comms Hub) and SMETS1 smart metering assets by 2033, which would otherwise cease to function as a result of Wide Area Network (WAN) services ending
  3. ensure smart meters in traditional mode are back working in smart mode for consumers as soon as possible and no later than 90 days from the date energy suppliers are first aware

Suppliers are required to set Annual Milestones for each of the above obligations and outline the activities they will undertake to meet these milestones. Suppliers must also demonstrate in an annual Progress Report whether they have achieved their Annual Milestones and provide details of the smart metering activity they have undertaken throughout the year.

As part of their responsibilities, suppliers must publish on their own websites the annual milestones they have set for each of the obligations, and if they have achieved these targets.

Delivery timeline

Different types of smart metering activity are expected to take place over different timescales.

Activity Expected delivery period
Continued new installations of smart meters in households with traditional meters  2026-2030
Ensuring smart meters that are not operating in smart mode are fixed within 90 days.  Ongoing
Upgrading of old SMETS1 meters where required  2026-2033
Replacement of communications hubs affected by the 2G and 3G network switch-off  2026-2033

The timescales for individual suppliers may vary depending on the number and type of meters and communications equipment they operate.

Understanding Supplier Plans and Milestones

Suppliers are required to submit deployment plans setting out how they intend to meet their smart metering obligations over the coming years.

The plans currently published by suppliers are based on their initial non-binding deployment plans. These plans set out each supplier's expected delivery profile and annual milestones at the time the plan was submitted to Ofgem.

From 2027, suppliers will be required to submit updated binding deployment plans each year. For certain categories of smart metering activity, suppliers will be expected to deliver the annual milestones set out in those plans and report on their performance.

Suppliers are required to keep their plans under review and may update future milestones where circumstances change. The information published on supplier websites should therefore be viewed as each supplier's planned delivery profile at the time of publication rather than a fixed commitment that will not change.

Suppliers are required to take all reasonable steps to meet their smart metering obligations, and Ofgem will monitor progress through deployment plans, milestone reporting and annual progress reports.
