Strategic Spatial Energy Plan: Ofgem approval of methodology

In August 2023, the Electricity Network Commissioner (ENC) produced a report containing cross-cutting recommendations to accelerate the rate of electricity transmission network build. A key recommendation was the development of a comprehensive ‘whole energy system’ Strategic Spatial Energy Plan (SSEP) setting out what generation and storage infrastructure needs to be built, where and when, to drive the transition to net zero.
NESO submitted the Methodology for producing this plan to Ofgem and DESNZ in April 2025. On 15 May 2025, both Ofgem and the Secretary of State for Energy Security and Net Zero formally approved the Methodology which NESO have now published on their website.
