NESO request to tender WCN2 through onshore competition

In November 2024, the National Energy System Operator (NESO) made a request to competitively tender a component of the project WCN2 through early competition in onshore electricity transmission.
Under the Electricity (Early-Model Competitive Tenders for Onshore Transmission Licences) Regulations 2025 (“the Tender Regulations”), Ofgem is required to publish a formal response to NESO’s tender request detailing Ofgem’s view on whether WCN2 is a qualifying project for onshore competition.
