We asked for stakeholder views on our proposed administration of the mid-scheme changes to Energy Company Obligation (ECO4) and Great British Insulation Scheme (GBIS). The changes relate to deliverability, installation standards and some other minor changes.
You said
We received 18 responses from a variety of stakeholders. There is broad support for our proposals, although in response to questions 4 and 8 most stakeholders provided critical constructive feedback.
We did
We have responded to your feedback and set out our final decisions for administering the mid-scheme changes to ECO4 and GBIS. We will publish updated guidance to reflect these decisions in due course. Additionally, we sent email updates to stakeholders on 13 June 2025 and 17 June 2025 clarifying policy developments on the rural area definition and smart thermostats.
