Derogation request: changes to the content of NESO's Future Energy Scenario 2025 Publication

On 5 June 2025 and 24 June 2025, the National Energy System Operator (NESO) submitted requests to Ofgem under Part F of Condition C15 (Future Energy Pathways) of the Electricity System Operator License and Part F of Condition C10 (Future Energy Pathways) of the Gas System Planner License, for a derogation with respect to the Future Energy Scenarios 2025 (FES25) Publication.  

Following an assessment of the request, the Authority has decided to relieve NESO of its obligations to (1) provide an illustrative regional pathway as a guide to stakeholders in the FES25 publication, (2) include how each pathway meets legally binding carbon reduction targets, (3) develop and publish the Future Energy Pathways in accordance with the Future Energy Pathways Guidance, with respect to adhering to the bioenergy supply and capacity expansion modelling processes outlined in the Future Energy Pathways Methodology.
