In May 2023, we published our Consultation on the Early-Stage Assessment for Anticipatory Investment. We sought views from all stakeholders, particularly developers who are embarking on coordinated offshore projects now or in the future. We also consulted on our draft guidance document for applicants to the Early-Stage Assessment.
We are now publishing our Decision on the Early-Stage Assessment for Anticipatory Investment, the objective of this Decision is to clearly set out the ESA and the policies which underpin it. The Decision also aims to address any wider concerns regarding the Anticipatory Investment policy so that stakeholders who intend to make use of the Anticipatory Investment policy are in a well-informed position to do so.
We have also published our Early-Stage Assessment Guidance Document as a supplementary document alongside this Decision. This document provides applicants with guidance on how to submit their applications for the approval of Anticipatory Investment via the Early-Stage Assessment. It explains the process that we follow in the assessment of applications and offers guidance on how to prepare applications for review.
