Ofgem works to protect energy consumers. To ensure that our regulatory decision-making is informed by the needs of Britain’s energy consumers, we regularly monitor levels of debt and arrears of domestic consumers.

We have turned some of this data into a collection of interactive charts that you can access via this webpage.

Every chart includes explanatory text and a feature to allow you to download chart images and raw data in .csv format.

Average debt level where there is no arrangement to repay the debt (arrears)

This chart shows the average amount of debt owed by domestic customers who were in arrears but did not have a debt repayment arrangement set up between Q3 2012 and Q3 2025.

Average level of debt remaining where there is an arrangement to repay the debt

This chart shows the average amount of debt owed by domestic customers who had a debt repayment arrangement set up between Q3 2012 and Q3 2025.

The proportion of customers repaying a debt to their supplier using a prepayment meter (PPM) (%)

This chart shows the proportion of domestic gas and electricity customers who were repaying a debt to their supplier, making debt repayments through a prepayment meter (PPM), between Q1 2011 and Q3 2025.

Number of disconnections for non-payment of debt

This chart shows the total number of domestic gas and electricity customers disconnected by their supplier for non-payment of debt between Q1 2006 and Q3 2025.

Number of accounts with a consumer repaying an energy debt

This chart shows the number of domestic gas and electricity customers who were repaying a debt to their supplier between Q2 2013 and Q3 2025.

Number of accounts in arrears where there is no arrangement to repay the debt

This chart shows the total number of domestic electricity and gas customers who were in arrears but had no debt repayment arrangement in place, between Q3 2012 and Q3 2025.  

Number of domestic smart prepayment meter (smart-PPM) customers self-disconnecting at least once

For the period Q2 2022 to Q3 2025, this chart shows the total number of domestic smart-PPM customers self-disconnecting at least once, and the number of smart-PPM customers self-disconnecting at least once, for a period of more than three hours.

Total number of domestic smart prepayment meter customer self-disconnections

For the period Q2 2022 to Q3 2025, this chart shows the total number of self-disconnections by domestic PPM customers with smart meters, for both gas and electricity.

Total financial value of domestic customer debt and arrears (existing for more than 91 days)

This chart shows the total amount of debt and arrears owed by domestic customers for >91 days between Q1 2018 and Q3 2025.

Gas prepayment (PPM) customers: Average length of debt repayment plans agreed (weeks)

This chart shows the average number of weeks customers were given to repay their debt using a domestic gas PPM installed to repay debt between January 2024 and December 2024. 

Electricity prepayment (PPM) customers: Average length of debt repayment plans agreed (weeks)

This chart shows the average number of weeks customers were given to repay their debt if they had a domestic electricity PPM installed to repay debt between January 2024 and December 2024. 

Gas prepayment meter customers: Average weekly debt repayment rates (£)

This chart shows the average weekly debt repayment rates for customers who had a domestic gas prepayment meter (PPM) installed to repay debt during the period between January 2024 and December 2024.
