Independent Gas Transporters (IGTs) connect a growing portion of UK gas consumers to the gas network. The Relative Price Control (RPC) is a licence condition that applies specifically to transportation charges for IGTs.

Details of outcome 

We have decided to implement a targeted package of reforms to the Independent Gas Transporters (IGTs) Relative Price Control (RPC), following our April 2026 consultation. 

The RPC is the framework that limits the transportation charges IGTs can levy to users of their networks. We consulted on changes because the current floor and ceiling have constrained IGT charges over time, creating a sustained divergence between IGT charges and equivalent downstream Gas Distribution Network charges. 

After considering consultation responses, we have decided to retain our minded-to position. This means we will introduce a two-year phased uplift to align IGT charges with equivalent downstream Gas Distribution Network charges, allow future realignment at the start of each subsequent RIIO price control period, retain the RPC floor and ceiling, replace the Retail Prices Index with the Consumer Prices Index including owner occupiers’ housing costs in the RPC methodology, and remove the ongoing efficiency factor. 

We will also introduce enhanced annual reporting requirements for IGTs. These requirements are intended to improve transparency, strengthen our oversight of the sector and support more consistent monitoring of consumer and operational outcomes.

Consultation description

Following a decision on the scope of our review in July 2025 we launched a review of the RPC.  

This consultation sets out the case for change to the current arrangements, options for reforming the RPC floor and ceiling, our minded to position, and proposals to improve reporting and transparency across the IGT sector.
