Consultation description
As part of the Market-wide Half-Hourly Settlement (MHHS) programme, Ofgem directed Elexon to create a repository for electricity data which was being used for settlement purposes and make this data available – through consumers’ consent – to third parties. This consultation sets out the proposed legal vires and rationale for this decision. The SDR will interoperate with RECCo’s Consumer Consent Solution, and form part of the digital infrastructure being developed to meet the objectives and principles of the Energy Digitalisation Framework.
To ensure the governance of this system is legally robust and proportionate, we are proposing changes to the Energy System Operator Licence Condition E1 which covers the operation of the BSC, and Supply Licence Condition 47, which covers the circumstances in which Suppliers can share smart meter consumption data.
