RIIO-ED2 2025 Electricity System Restoration Re-opener

Details of outcome

We consulted on our proposed assessment of the application submitted by SP Energy Networks (SPEN) under Special Condition 3.2 Part D (Electricity System Restoration) Re-opener between 18 May 2026 to 22 June 2026. We proposed allowing £63.512m of the requested £65.244m. 

We received two responses from the electricity distribution network operators, SPEN and National Grid Electricity Distribution. 

We are now publishing our decisions to allow £63.512m additional allowances under this re-opener. 

We have published a direction in Appendix 1 of this document to give effect to this Final Determination and fund the initiatives approved in our decision.  

We are also separately publishing a statutory consultation on proposed licence modifications to give effect to proposed Price Control Deliverables associated with SPEN’s ESR Re-opener.

Consultation description

As part of the RIIO-2 price control, network companies can apply for additional allowances via re-opener mechanisms. We are consulting on our proposals following our assessment of one Electricity System Restoration application submitted by SP Energy Networks (SPEN) in June 2025.

Who should respond

We would like views from people with an interest in electricity distribution networks. We would also welcome responses from other stakeholders and the public.
