We want views on proposed modifications to National Gas Transmission plc’s gas transporter licence to update its Baseline Network Risk Outputs, delivery dates and associated allowances following our determination of its Asset Health Re-opener application.

Consultation description

We are consulting on proposed changes to National Gas Transmission plc’s gas transporter licence under section 23(2) of the Gas Act 1986.

The changes would update Appendix 1 of Special Condition 3.1 to reflect revised Baseline Network Risk Outputs, delivery dates and allowances following our determination of National Gas Transmission plc’s Asset Health Re-opener application under Special Condition 3.14.

The Asset Health Re-opener allows changes to outputs and allowances where evidence shows that asset interventions need to change to manage network risk efficiently during RIIO-2.

Our assessment found that some Baseline Network Risk Output activities should change. The proposed licence modifications would give effect to those decisions.

We consider the changes necessary, so the licence reflects the outputs and funding approved through the re-opener, and so delivery remains transparent and accountable.

The reasons for the proposed modifications are set out in the Authority’s Asset Health Re-opener determination. Annex 1 of the statutory consultation notice shows the proposed licence text, with additions double underlined and deletions struck through.

If made, the modifications will take effect no earlier than 56 days after our decision is published.

  • anyone with an interest in network asset risk, RIIO price controls, licence modifications or asset health funding mechanisms
