Guidance on the data requirements for electricity transmission licence holders operating in the onshore electricity network sector for year 5 of RIIO-ET2.

Details of outcome

We have taken the decision to update the Regulatory Instructions and Guidance (RIGs) and annual data Regulatory Reporting Packs (RRP). The decision approves changes to that are intended to support the onshore Electricity Transmission (ET) licensees in completing the annual reporting requirements, in accordance with the provisions under ET Standard Licence Condition B15 (Regulatory Instructions and Guidance), relating to year five of the RIIO price control framework.

The revised guidance provides greater clarity on the reporting requirements and should be used by relevant Licensees with effect from 17 April 2026.

This decision follows our statutory consultation on these proposed changes that commenced on 2 March 2026 and closed on 30 March 2026.

This document provides overview of the proposed amendments to the instructions and guidance to the three electricity transmission owners - National Grid Electricity Transmission plc (NGET), SP Transmission Ltd (SPT) and Scottish Hydro Electric Transmission plc (SHET) - to enable them to complete the annual reporting requirements associated with the RIIO-ET2 transmission price control from 1 April 2021 to 31 March 2026.  

The proposed amendments have been developed since the previous version was published in April 2025, and we have made changes to wording and structure where appropriate.
