This consultation sets out proposed updates to the RIGs data templates and guidance for annual data submissions required by 31 July 2026.

Details of outcome

This decision notice outlines our decision to modify versions of the RIIO-2 Regulatory Instructions and Guidance (RIGs) and Regulatory Reporting Packs (RRPs) for electricity distribution networks.  

This follows on from our consultation on these proposed changes that commenced on 2 March 2026 and closed on 30 March 2026.  

These modifications are made for the purpose of clarifying the reporting requirements for network licensees and will take effect from 17 April 2026. For the avoidance of doubt, annual reporting information submitted in respect of the 2025 to 2026 regulatory year should comply with the RIG and RRPs as modified.

Original consultation

The RIGs set out the Authority’s requirements for Licensees to collect and submit annual data. This document provides overview of the proposed amendments to the instructions and guidance to the six electricity distribution owners – Scottish and Southern Electricity Networks (SSEN), SP Energy Networks (SPEN), SP Electricity North West (SP ENW), Northern Powergrid (NPG), UK Power Networks (UKPN) and National Grid Electricity Distribution (NGED) - to enable them to complete the annual reporting requirements associated with the RIIO-ED2 distribution price control from 1 April 2023 to 31 March 2028.

The proposed changes relate to information that Licensees will be required to submit to the Authority by 31 July 2026 for the 2025/26 reporting period.

The proposed amendments have been developed since the previous version was published in April 2025, and we have made changes to wording and structure where appropriate.

Licensees are responsible for ensuring they comply with the most up-to-date versions of the RIGs and associated data templates.
