We are consulting on a proposed licence conditions change to SLC 31E of the electricity distribution licence, 'Removal of reporting requirements'.
Consultation description
This proposed licence conditions change would remove the reporting requirements mandated by SLC 31E in anticipation of new flexibility service reporting being introduced by Elexon as Market Facilitator.
We propose that reporting to Ofgem continue until the process for reporting to the Market Facilitator is established, which we anticipate will be from April 2027.
We are seeking views on the proposed licence modifications, the future role of procurement statements and reports, and the alignment of data reporting responsibilities with the Market Facilitator.
This non-statutory consultation will be open until 20 April 2026 and will inform a statutory consultation planned for June 2026, with a final decision expected in August 2026.
