Details of outcome

On 15 July 2025, Ofgem published a consultation seeking views on our proposal to modify the Special Conditions of the carbon dioxide transport and storage licences for Net Zero North Sea Storage Limited and Liverpool Bay CCS Limited. The proposal set out an amendment to allow for earlier submission of Ongoing Devex Re-openers in accordance with Special Condition J5 and introduce a new use-it-or-lose-it allowance for early development activities under a new Special Condition (J15). 

We received a number of responses and are now publishing our final decision on the modification. Both proposed amendments will be implemented, taking account of consultation feedback. The changes will take effect on 18 November 2025.

Ofgem is seeking views on our proposed changes to the Special Conditions of the carbon dioxide transport and storage licences for Net Zero North Sea Storage Limited and Liverpool Bay CCS Limited. Ofgem is proposing to allow for earlier submission of Ongoing Devex Re-openers in accordance with Special Condition J5, and introduce a new use-it-or-lose-it allowance for early development activities under new Special Condition J15.

Who should respond

We welcome responses from both Licensees, current and future network users, and any other interested parties, including members of the public.
