Details of outcome

Fifteen stakeholders gave feedback on the FRCR 2025 consultation including comments regarding broader system operability issues. About one-third supported adopting the policy, noting the growing sophistication of fast-acting response services and the potential savings for consumers by implementing a lower minimum inertia threshold. Others expressed concerns about NESO’s methods, referencing recent system events and calling for greater transparency in NESO’s incident reporting and modelling accuracy.

After reviewing the FRCR 2025, examining the supporting evidence, considering industry consultation feedback, and evaluating the findings of our independent consultant, we are unable to reach a definitive conclusion regarding the FRCR 2025 at this time. We are requesting that NESO supply further information in support of its submission by 31 March 2026.

We are consulting on the National Energy System Operator’s (NESO) recommendations from this year’s Frequency Risk and Control Report (FRCR) 2025.

The FRCR 2025 policy looks at how NESO can better manage the integrity of the electricity system to maintain stable and reliable operations.

Who should respond

We welcome feedback from anyone interested in electricity system operation and stability, including energy companies, service providers and members of the public.

How to respond

We are keen to get your views of the proposed changes. Stakeholders are encouraged to provide feedback with relevant evidence by 12 September 2025 to ensure all perspectives are considered before approval of the FRCR 2025.
