Details of outcome

Fifteen stakeholders gave feedback on the FRCR 2025 consultation including comments regarding broader system operability issues. About one-third supported adopting the policy, noting the growing sophistication of fast-acting response services and the potential savings for consumers by implementing a lower minimum inertia threshold. Others expressed concerns about NESO’s methods, referencing recent system events and calling for greater transparency in NESO’s incident reporting and modelling accuracy.

After reviewing the FRCR 2025, examining the supporting evidence, considering industry consultation feedback, and evaluating the findings of our independent consultant, we were unable to reach a definitive conclusion regarding the FRCR 2025. We requested that NESO supply further information in support of its submission by 31 March 2026.

We have considered the supplementary documents from NESO in our May 2026 decision. These provided additional evidence in support of NESO's policy recommendations.

We approve the implementation of the FRCR 2025 policy, which will be:

  • in the interests of consumers
  • in line with our statutory duties and the objectives of the Security and Quality of Supply Standard (SQSS)
