Determinations for NESO1 Business Plan

Details of outcome

The consultation on our Draft Determinations ran from 10 February to 11 March 2026 and set out our provisional views on NESO’s Business Plan from a regulatory assessment perspective. We received 14 responses from industry representatives, including one from NESO.

Overall, respondents supported our proposals for NESO’s outcomes. NESO provided some constructive feedback and various respondents provided additional suggestions which we have considered for our Final Determinations. We received some suggestions for NESO’s Success Measures and Major Deliverables, but further work is needed to finalise the details of these.

Consultation description

The Draft Determinations set out our provisional views on NESO’s strategic aims, performance objectives, value for money, reporting requirements and innovation funding.  

They also explain how we propose to assess NESO’s performance as Great Britain’s independent energy system operator and planner.  

We recognise the importance of NESO’s role in delivering a secure, affordable and clean energy system. Our draft proposals are intended to ensure clarity on expectations, strong accountability and confidence for consumers, industry and government.  

NESO’s plan covers the right broad areas of activity, we are proposing clearer, outcome focused expectations, strengthened reporting and further evidence on value for money to support robust performance assessment.
