We are consulting on the Data Communications Company (DCC) price control proposals for regulatory year 2024 to 2025.
Details of outcome
In November 2025, we consulted on our proposals for the Data Communications Company (DCC) Price Control submission for the Regulatory Year 2024 to 2025, along with our assessment of DCC’s performance and its Baseline Margin and External Contract Gain Share applications.
This document sets out the decisions, and reasons for them, on DCC’s costs and performance, as well as DCC’s applications to adjust its Baseline Margin and External Contract Gain Share values under the Licence. This decision recognises responses we received to the consultation and any further information made available to us during the consultation window.
To safeguard commercial confidentiality, certain information has been intentionally withheld from our decision document at this time. We have concluded our proposals for the 2024 to 2025 price control and intend to publish all details of our decision in due course.
Alongside this document we published the Notice of our Price Control Decisions, Determinations and Direction relating to the calculation of Allowed Revenue set out in the Price Control Conditions in the Smart Meter Communications Licence.

Consultation description
The Data Communications Company (DCC) is required to report price control information by 31 July, following each regulatory year.
It must report its price control information in accordance with the Regulatory Instructions and Guidance (RIGS) that we publish. In this document we review whether the costs DCC reported for regulatory year 2024/25 and forecast years are economic and efficient and set out our proposals.
DCC can also propose an adjustment to its Baseline Margin values. We assess its proposal and determine whether or not to adjust the Baseline Margin values agreed when the licence was awarded. We also explain our assessment of DCC’s application to adjust its External Contract Gain Share values.
This version addresses minor formatting and minor arithmetic errors in the consultation published on 7 November 2025.

We welcome representations on our proposed price control proposals. We particularly welcome responses from:

- industry stakeholders, for example energy suppliers and distribution network operators
